You see, back in 1817, Simon Bolivar declared that an 8th star should be added for Guayana, but the claim to that land was disputed for decades. In 2006, Hugo Chavez officially added the 8th star to make Bolivar's decree complete, but not without controversy. Some saw (and still see) this as claiming Guyana as Venezuelan territory, and tensions between the two nations are still high, even though an international tribunal has upheld Guyana's sovereignty. Since 2006, opposition to Chavez and Maduro still fly seven star flags, even as they are harder and harder to find.
